Since the recession ended, more people, and particularly older riders, have been riding their motorcycles on California highways. Motorcyclists are especially vulnerable to injury in auto accidents, and a collision is almost certain to cause harm.
Additionally, there is the issue of drugged driving. State officials have noted an upswing in these kinds of crashes.
